[SOLVED] Im upgrading my pc

Ok so currently I have a ddr3 technology pc and I have deciced to upgrade my pc :
Im buying this parts :
Z390 motherboard
rtx 2060 gpu
2X8gb ram 3000mhz
I5 9600K cpu
my psu is 650W
and I already have good ssd that I bought recently + 1tb hdd
my led lcd screen is dell e2216h which is 22 inch and it says that my refresh rate is 60hz and my resulotion is 1920X1080
can it bottleneck the cpu or gpu?

and In the lcd specs it says 60-75hz , does it mean I can increase from 60 to 75?

No gpu limitation.
Cpu: depends if you play games that use more than 6 threads, otherwise no.

The 60-75hz is either referring to horizontal and vertical screen refresh rate, or native and overdrive refresh rate.

Generally speaking, yes. But-

Oh snap I just read he only has a 1080p 60hz monitor. That setup will be more than plenty to reach 60+ fps. If you plan to go 144 hz or higher at 1080p, you'll need a stronger processor and graphics card for higher refresh rate, but the specs are more than plenty for your existing monitor's refresh rate.

If you considered AMD Ryzen you could probably get a better GPU or possibly a better monitor.

What model PSU do you have? 650W tells us nothing and could potentially ruin your other parts.

so what should I do ?
If I upgrade to i5 9600K
z390 MB
and rtx 2060
ill upgrade the psu as well , what are the recommendations ?
also , is the 1920X1080 60hz montior would be alright ?

I'd get the Seasonic Focus Gold (or Plus) 550W or 650W. Either is an excellent quality PSU, the Focus Gold has a 7 year warranty & the Plus is 10 years. The only other difference is the Focus Gold is semi modular and the Plus is fully modular. Both of these are leagues better then the Corsair VS series.
