I am going to make a upgrade in the near future, and I am wondering if I should first upgrade my CPU heatsink, My case (I have a terrible PSU with lots of cables and its very cluttered in my case), or my PSU.
Honestly, I think it's the best thing to do. If that's the case/cooler you want, I would go for it. Your CPU is at dangerously high temperatures, which would cost you $300 if something happened. If I were in your position, I would go with the case/cooler combo, though you can always go with a water cooler if that's something you want to do (I'm just scared of leaks 😛)
I have a cheap 750W Chinese PSU, my GPU is a Powercolor HD 7950, I have no clue what my case is (Its a mid-tower case) and a stock i7 3770 non k heatsink

What PSU do you have? You never want to go cheap on your PSU, not to mention a "terrible" one. The Case is generally for appearence and is least important (Unless it has bad airflow), and the heatsink will make a difference depending on what CPU you have...

Idle my CPU temps are ~38, 36,40,39 I don't think the airflow is the best in my case. There are alot of wires so the airflow is restricted, I can almost guarantee that.
That means your CPU is getting to exactly water boiling point... so forget the PSU. I would say you need some sort of cooler for your CPU, and perhaps add a few fans.
The only thing is my case is to small for a big air cooler such as the Cooler Master hyper 212 evo and other good heatsinks. The only thing that can fit in my case is a liquid cooler kit. I would really like to stay away from liquid coolers because there is always a chance it can damage another part.
Water coolers are meant to work, but anything that breaks basically ruins your system... plus the company you might complain to can complain on you.
Liquid cooler are generally expensive, so you may think about upgrading your case and heatsink at the same time if possible. If you don't have the money, I strongly recommend saving some to do this.

Oh yeah, and check this case out. My brother uses it and loves it, so it may be something you like. It's up to you though, you can get some really nice cases for around $80
