Question Image quality is being badly quantized/compressed wherever possible

My screen is quantizing/compressing the image everywhere on the screen possible. It doesn't matter how few pixels it is, if it can save some processing, it will even if it is only a couple of pixels it will merge them together in one big square with one color. I know that this is supposed to happen to a certain degree, but on this pc it is 10 times worse than on any of my others. It is driving me insane that my bad 200$ laptop has better screen quality. What might be causing it? When there are a lot of detail in the image, it is mostly okay unless you look closely.
- It does not only happen in dark scenes but also bright ones, see images below:

GPU - RTX 2070 Super
RAM - 32GB DDR4 3600Mhz CL16
Internet Speed - 100/100Mbit/s
