Question Image quality issues

Hello Guys,

I have some problems with image quality and i don't know the reason..
Below I have attached a picture of the problem :

I tested 4 gpus in my system, i tested 3 monitors, i used 4 hdmi plugs and dvi too, i used another ram, but still 4gb DDR4 2133mhz, another source..likewise, no change .

My system:

Motherboard: gigabyte h310m s2v 2.0
Cpu: I3-9100f @3.6 ghz
Ram: Adata ddr4 4gb 2400mhz
Gpu: rx580 sapphire nitro+ 8gb
Source: Sirtec High Power Element BRONZE 600W

There are some pixels..when I open a window, the respective pixels also move..
it is best seen on blue color

on a heavier wallpaper they are very difficult to see

Yes, i reinstalled windows too
