important factor in choosing RAM

If you're not going to overclock (which I don't recommend anyway: the benefits are tiny and mostly overstated), simply match whatever your motherboard supports (ie DDR3, DDR4). As for speed, buy the highest Mhz that your motherboard supports without overclocking. As for timing, ummm...don't lose any sleep over it.

The only other thing to consider is dual-channel RAM. If your motherboard supports it, it is always better to use 2xWhateverSize RAM than a single stick of RAM. Consult your motherboard User's Manual, or the OEM (Dell, Asus, Whoever) User's Manual.
