Impossible to diagnose crashing

So my computer has always been fairly unstable for some reason but it never really bugged me and only crashed about once every two months. I decided to upgrade the computer with new ram MB and cpu and it worked great for a week until it just randomly didnt. It would crash on startup no matter what with various errors. I factory reset windows and it worked fine for about 15 mins before crashing with clock watchdog timeout errors My computer has been having many crashing issues. It would crash 15 mins into use under minimal stress (browsing the web) and gave the error clock watchdog timeout or something. Gpu was replaced for a test and problems persisted which leads me to beleive the gpu isn't the entire problem. Ive brought it to microbytes and they reinstalled windows which somehow fixed it despite me and another tech support doing the same with no success so they sent it back to me charged me for doing basically nothing and said the problem was fixed. It was for about a week and then just started having issues again. Not to the same level it would crash games for no reason and sometimes the computer with it. Not all crashes ive had take place in game but only one or two happened when idle. like LOL, monster hunter, hollow knight and many others. I assumed when my gpu was under stress it would crash the computer or the game so i ran a few benchmark tests and gpu stress tests with no results. The drivers have been updated and tested. The ram has been tested with memtest cpu went through burn tests gpu went through burn tests, HDD and SSD went through tests to check health and no problems were found. The mb ram and cpu were replaced right before these errors occured which led me to beleive they could be at fault but even before that there were similar issues but not quite as severe. Sometimes computer just freezes sometimes it blue screens. Bios has been updated and reset this didnt seem to fix anything.

GeForce GTX 980
Driver version 399.07
Amd Ryzen 7 2700 eight core processor
16gb ddr4 ram hytperX
Mb Asus x370 pro
boot SSD and an additional 2 HDD and 1 more SSD
All drives underwent a scan to check for health but when microbytes was testing for some reason they excluded all drives but the boot drive. Microbytes did not give any information on what they did besides reinstall windows so i cannot really tell you much more.
A crash example that was repeatable was in hollow knight with v-sync off the gpu was around 80-90% usage as it was forcing it to get 500 fps and as a result the computer would freeze for no reason without blue screening or anything gpu temperatures after startup seemed fine but idk how long it takes for them to go back down. Computer was overclocked but when the overclock was removed it persisted overclocked using msi afterburner. (Afterburner was not a high overclock and proved to be stable but just incase after my first crash i completely uninstalled the program.)
Any help greatly appreciated.
2 tech guys and i have worked hard on the computer with not much success. Sorry if my writing isnt clear im in a rush. If anything is hard to understand please just ask and i will happily clarify.
 
Solution
You said you reset Windows. You should've done a new install.

EDIT: I read the part where Microbytes did a new install.

It does sound like a memory issue IMO.
