Improper Shutdown, Windows 8.1 In Endless Reboot Loop

Power went out while using windows 8.1. Upon restarting it attempts to repair the disk, but fails,and gives the error code 0xc000021a. I have an extra windows 8.1 key, and I do not care about the data (which is not backed up at all). Is there any way to wipe the drive and do a new install of windows 8.1?
