Improperly formatted HDD no longer detects...?

I have this stubborn 160GB Seagate HDD. A few years ago, I accidentally powered off the computer while it was formatting. (Don't ask me why that happened, I honestly don't remember lol). Anyway, I was trying to use this drive in my testbench, however, it causes the bios to lock up whenever it's connected. I've tried it with different motherboards to simply get the same result. I simply cannot boot into any utility to reformat this drive. Any suggestions?
 


Just tried that. Upon trying to access it, explorer stops responding. I've tried it with computer management>storage and that refuses to "Connect to virtual disk service". Will try Diskpart next
