just purchased 2 x 2x4 kits of ram for desktop.
CMZ8GX3M2A1600C9

Is there a way to improve its behaviour. i ran a userbenchmark test and they seem to be at 33% effectiveness.

MC Read 14.7 MC Write 7.6 MC Mixed 12.7 33% 11.7 GB/s

SC Read 6.7 SC Write 6.1 SC Mixed 9.2 21% 7.33 GB/s

Latency 72.3 55% 72.3 n

is there a away i can improve there operation?

Test again but this time use just one kit fitted into the proper 2 slots on the mobo....see the manual.

Then remove that kit and test the other kit.
