It was around 30 on high (hair works wasn't maxed and was set to Geralt only). I turned some stuff down and my frames didn't improve. Then my mouse input broke (different thread) and I quit the game putting my settings back where they were

These are the main framerate killers in Witcher 3. Dropping them down a bit should have a big impact.

Turn Hairworks off
Turn Foliage Visibility Range from Ultra down to High
Set shadows to high or medium
Lower Ambient Occlusion

Turns out that's where I already had stuff. Should I turn it down further, seems the 780 can't do it

EDIT: turned hair works and related settings off (like Tress FX it kills my frames)
turned water quality dwn to high
ambient occlusion to ssao+
sharpening to low

and am now at 57 fps
one or two settings caused a massive improvement. i can't remember which ones though

Turn Foliage Visibility Range from Ultra down to High if you haven't already maybe even medium
also grass density will help as well
Anti-aliasing is a big hitter here is well. you can turn it off in game and turn on AA in the Nvidia control panel to reduce that slightly.

This should get you there or close.

Currently stuck shutting down. Probably because I quit the game and then shut down a few seconds later

Do you have the latest drivers and all of the updates for witcher 3? A hanging driver could cause a crash.

I don't know if Witcher 3 is fully updated since I launch through Steam and not Galaxy. All other drivers except WiFi are up to date. What happened was I pressed the power (it's configured to trigger shutdown) and it said it needs to close HPWU which took some time. It closed that and then got stuck shutting down for more than 10 minutes

I know 1511semi-broke my mice drivers and my sound card drivers

HPWU has to do with HP software updates and may explain the long shut down. Steam should automatically update Witcher 3 so you are good there. How is your framerate now?

HP Software update has never been successful on Windows 10 (it was on 8.1). It appeared as if 10 had semi-broken my mice, but it was Teamviewer.

My frames are around 57 to mid 60s. Other than hair works I don't see what the settings I turned off actually did (sharpness I know seemed to wreck the picture)

That's a good thing. If you don't visibly see the changes and you are getting even slightly better framerates that puts you into the mid 60s then you are good to go. Also, set sharpness to low. It artificially enhances edges and wrecks the picture like you said.

I'm away from my PC for 6 weeks, but yeah, on average I'd get 57 frames when I walked outside
