Need at least above 300 fps because im also going to buy a 240 Hz screen soon.

LiteOn makes SSDs? Whaaaaaaaat?
Well... at 1080p on low settings I'm not sure even a 2080 Ti will get there with your CPU. If you had a 6700K you'd probably hit the numbers you want with a GTX 1070 or RTX 2060. CSGO is pretty CPU reliant. That said, there isn't a cheap way to do this... a 6700K or 7700K aren't going to be cheap... a GTX 1070 or RTX 2060 WILL get you more than 240 FPS, and if we beleive the people on UserBenchmark probably right around-ish 290fps... but 300 isn't happening I'm afraid... and if you're looking at trying 300fps on a 1440p monitor, well... you're going to be spending A LOT because you're going to need something like an i7 8700K to go with the RTX 2060.

That said, if you could get your hands on a 7700K your GTX 970 would probably pull it off at 1080p low settings... so it looks like CPU is where you need an improvement to hit your goal... if it is a 1080p monitor.
