i have a moniter (LG 15" LCD) that supports only upto 1024x768 resolution.also have a r7-250 1 gb ddr5.will play games like bf4,3 ,cod series,crysis series,gta 4,max payne 3,tomb raider,far cry 3,hitman series etc.play so maybe every mentioned game on 1024x768 with high-ultra
depending on game.so in 1024x768 resolution will fx 6300 be bottlenecked?

You'll be able to play those games but not with ultra setting.
Your GPU is too weak to play those games, your GPU usage would be higher than CPU.

Edit: I had 1280x1024p monitor and 1080p didn't make much difference i lose 10FPS in most modern games

I wouldn't recommend you to spend 120$ new GPU because it won't make much sense.
I would recommend you at least R9 270X or GTX-760
