i dont know why assassins creed syndicate play on my system at 30fps!!!!in ultra settings it 30 fps and low settings it 30 fps.for why??????????????the option lock frame is not in game.

Maybe turn vsync off?

vsync is off but 30 fps.in low i get 30 fps in ultra i get 30 fps.does it a crazy game???

Gpu:Gtx 1050 ti 4gb zotac oc
Ram:8 gb ddr3
Cpu:intel core 2 quad q9550 2.83ghz
Windows 10 64bit
And i have the lastest update for graphic card

My cpu have a great performane in lastest games.battlefield 1 farcry 4 call of duty all versions watch dogs mafia 3 in those games in ultra settings i got average 40 fps but assassins syndicate in ultra 30 fps and in low 30 fps the game frame for me in any settings is 30.i dont khow for why

I believe processor seems to be an issue. Core 2 Quad are long gone processors and if I am not wrong AC Syndicate is processor intensive game secondly using a 1050ti with Core 2 Quad will bottleneck your GPU that could be the possible reason for not getting above 30fps.
