Question In despair over new built PC

Hi all

Hoping you can shed any light after hours tweaking settings to no avail.

Our new build has:

32GB ram (two sticks, pair, underclocked to 3080 as wouldn't go to the full 3200
Nvidia RTX 3060 GPU
Intel i7-6700 CPU (from our old PC)
MSI Z170-A motherboard

I cannot get GTA5 to run smoothly AT ALL. The mouse stutters, the graphics stutter. I have gone through a zillion settings for the mouse, the graphics etc. I've manually installed a new driver for the graphics. I've taken off overlay, tinkered with settings both in-game and in device manager/control panel.
Just downloading another game to see if it happens on other games.
I am at the end of my tether now! Any pointers?

Fresh install of windows?

have you checked if the gpu is seated properly in the slot? Try checking.

I experienced stutters before when my gpu was not aligned properly into the slot.

if reseating the gpu does not work, you can try this..

right click on your desktop and open Nvidia Control Panel

on "Display" choose "Change Resolution". Choose "native"

after doing that, increase the refresh rate to 60 or higher.

have just one more suggestion. Are you using an old or new cable to connect the gpu to the monitor? Dvi or hdmi?

if you're using an old cable, try buying a new one.

That's so weird! I literally just bought a dvi from Amazon. Will let you know if it works tomorrow

What was your previous build?
What has changed?

One thing you can do is check your ram.
If your ram is not from the same single kit, it can cause problems.
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.
With a discrete graphics card, ram speed is not important to intel processors.
Try running the ram at default speeds.

Stuttering is usually caused by a temporary lack of a critical resource.
Usually the cpu.
If your cooler is not mounted well or not working properly, you could have some thermal throttling.

Run Hwmonitor while gaming.
Look at the max temperature.
If you see 100c. in red you have throttled.

Look at the minimum temperature.
It should be some 10-15c. over ambient if your cooler is functioning and mounted well.

What is the make/model of your power supply?
A cheap unit may not be delivering the power required,

I suspect that your processor is not sufficiently strong enough to properly run your graphics card.
Such games as GTAV tend to be cpu limited and mostly from single thread performance.
