Question In-game camera slows down then moves really fast to catch up ?

I've had this problem for a while now where when playing any game. Whenever I rotate the camera or move it, sometimes it will slow down and then all the movements I just made with my mouse happen really quickly. I have been trying lots of different things to try and fix this issue on my Laptop (Specs below) including: Enabling & disabling V-Sync, messing with power settings, monitoring temperature (which is around 65 degrees Celsius when playing games), reinstalling overlays and applications as well as disabling any background processes like instant replay recording. My laptop is very capable and I did a Furmark test to see how it would score where there is a screenshot attached.
I do use 2 external monitors to my laptop, I have tried switching them round and just using a singular monitor including just my laptops monitor and this issue still occurs.

I have listed my specs as well as 2 clips - when in Roblox the other in Rainbow Six Siege both where I'm making a circular motion constantly.
