In home streaming 30FPS cap!!

I'm trying to set up in home streaming from my PC to my 4K TV via my laptop at 1440p or 2160p. The stream works fine uninterrupted however at these higher resolution the framerate becomes locked to 30 fps.
Everything in my setup should be HDCP 2.2 compatible and able to run 4k at 60fps. When my laptop is not connected to my TV the 4k stream works fine at 60fps, its only when I connect my laptop to my tv that the stream locks to 30 fps.
When I go into intel iris to try change the output framerate when connected to the TV it won't let me put it any higher than 30fps - but the TV is definitely 60fps.
I am connecting my laptop to my TV via a mini display port 1.4 to HDMI 2.0 cable. What could be the problem? I have tried everything from using different ports to using different cables but no matter what I cant seem to get past 30 FPS.

Host System Specs:
AMD FX-6300
GTX 1070
16GB RAM

Client Laptop Specs:
Intel i7-4720HQ
GTX 960M
12GB RAM

TV:
samsung ue49ku6470 4K TV

Edit: Also the host PC is connected to the router via ethernet whereas the client is just through wifi however this shouldn't make a difference as the stream works fine when not connected to TV.

When you say "stream", you are just using a cable connection correct? Streaming is a wireless or over the network term when you send the specific video or audio to a device, when you connect with a cable you are really just using the TV as a monitor.

Check the specs of your laptop to make sure the port can output 4k at higher than 30fps, sounds like it's a limitation of the video card or port spec.

Check what the hz setting is in the video options, see if you can move it to 60, but keep in mind that you may see some video tearing if the system does not reach 60.
