I have the amd a10 7860k processor and i have been having issues with performance. When i play a game for example farcry 3 the overlay cpu usage tells me its 100% but when i open task manager its only at around 35% usage and the clock always seems to be stuck at 1.36 ghz. When i go into the bios settings i have disables amds cool and quiet function as i have heard this could be causing it but it has had little affect, hope fully someone can help if there is anything you need to know i will try to reply as quickly as possibly. Thanks

Full PC Specs:
amd a10 7860k (4 cores)
Amd r9 380 4g
8gb ram

I see whats going on now. Windows is recieving the wrong information about you cpu useage and therefore downclocks your cpu. A non optimal but solution non of the less is to lock your cpu at the max frequency through the amd driver or through pwer settings. Another better option is to reinstall/reset windows and see if that helps. Also updatin your motherboards drivers and the amd driver may help.

Also when i use cpu-z when i bench the cpu it only gets a score of 1500ish where as if i compare that to the 7850k that gets well over 4000. Just some extra information that might be useful. Again Thanks

Can you monitor your temps? This sounds like an overheating issue.
