Question In Need of Help

im Pretty sure my power supply bit the dust so i bought a new one. the whole reason i i figured out something was wrong was because my brand new graphics card a MSI GTX 1660 was only clocking at 300mhz core clock. i had my computer on for a week while i was working out of town so i could steam link to it but didnt end up using it much but something happened during that week. now i have the new power supply hooked up and everything is running great except my graphics card, its still clocking at 300mhz core clock and 400mhz mem clock. any help would be much appreciated
