In general, minimum requirements can run from low to high and recommend hardware from high to ultra. did i get your question right?

Not always; for example the recommended specs for Ryse call for a GPU with 2GB of VRAM; however I get stuttering on max setting due to going over 3GB of VRAM. Same deal with Shadow of Mordor, recommended specs will not get you ultra performance.
