FAT 32 or NTFS

Doesn't overly matter with Windows 7 as a bootable USB.

NTFS is far better in regards to modern technology and for other uses, but for a Win7 bootable USB, doesn't really matter. Just as long as the largest individual file size on the USB is less than 4GB.
