Inconsistent and high ping

For the last few weeks I have been experiencing extremely high ping, though sometimes it will be fine for as long as a couple of hours, usually I only get a few seconds of low ping though. I've run both a ping test and a tracert but am not quite sure what to make of them. note: the tracert's 4th node usually gets 1000+ ping, it just happened to occur during a low ping time

The network setup is my wireless card (asus PCE-AC66) connecting to the WAP (Asus RT-N66U dark knight)wired into the cisco router provided by the isp which is connected to the internet via coaxical cable. ive run pings on my phone with similar results

update: I contacted the ISP and they reset the connection, it lowered a little bit but im still seeing fairly regular spikes for several seconds to 300-400 ms
