Inconsistent fps across different games

I still have yet to find anyone with the same problems as me. Currents specs are:
AMD FX 8320
Corsair H55 cooler
ASROCK 970m motherboard
MSI Geforce 1060 6GB
24 GB PNY Anarchy 1600
1x WD Blue 1TB, Seagate 2TB, and inland 120 GB SSD (boot)

The problem is massive fps drops in almost all games, with solutions varying game to game. So far I have disabled AMD Cool n' quiet, drivers are updated, downloaded chipset drivers that were missing, disabled the system clock thing that improves fps, and messed about with Nvidia performance settings.

Before, the problem was a dip in fps while playing. Usually running 60 fps, then sudden drop to like 10 fps for a few seconds and catching up. I ran through a bunch of stuff to fix it and what finally did it was that OverDrive was overclocking my CPU for no reason and now every time I start up my pc i have to disable turbo core control. That fixed the drops for about 2 weeks before my current issue.

About a month ago I started playing the Division, and had huge fps drops and low fps the whole time, until about two weeks ago when I set up two fans either side of my pc (with the case apart) and set them to max. This eliminated all my fps issues in the division, went from constant drops to steady 60.

Today I just booted up GTA V to find that it ran at 45 fps, fluctuating, and that no changing the settings did anything. There were also massive fps drops making it beyond unplayable. This is with the fans still cooling my PC. I used to be able to play GTA V in 60 fps on very high even without the fans and now a month later its not even playable. What the hell is wrong with my pc? Please help me I'm at the end of my wits and have no idea what is causing these issues.
 
Solution
I would also suggest you to download ADWCleaner, it helped me earlier in cleaning unwanted stuff.

It is hard to tell what a problem could be without troubleshooting part by part :/
Well, as fans helped , I guess your problem is temperature of the CPU.
Download MSI Afterburner and tell us your temperatures in game.
You will probably have to clean CPU cooler and heatsink and re-apply thermal paste.
 
I cant do that, the cooler bracket on the back of the motherboard spins endlessly when trying to unscrew it. And the cooler paste has been changed about 6 months ago when I started to have this problem and when the bracket wasnt broken.
 
I think it's an issue to do with my graphics card, I tried out single player to see if was just an issue with the online. There was textures not loading in, and some areas totally not loading at all. Im using 1/4 of the memory maximum on my GPU and see no reason for this to happen

 
Could you try GPU in friend's PC?
I doubt that GPU is causing this, and I suspect more on the RAM and HDD to be honest.
If GPU works well with GTA V in other's system, that would mean that GPU is not the problem. Then ask for RAM and replace yours and see if problem persists. If it persists, then HDD is most likely to cause this FPS drops.

Download HDD Sentinel and report reads anyway.
Temperatures are great.
 
Very strange thing happened. Just ran a virus scan to check if I had any viruses. It caught 20, removed them and restarted to find that now I cannot break 20-25 fps in game. Downloading HDD Sentinel right now, and cant switch anyone's GPU.

UPDATE: HDD sentinel says all 3 of my drives are at 100% health, fine tempatures. How do I go about checking read and write speeds?
 
Somehow just fixed it through the strangest means possible. I checked my task manager while the game was running and found that "System" was using 100% of my cpu at all times and lagging GTA V out. It was not my real Windows System process and I assume was some part of some malware that got on my pc. I removed it and now my GTA is buttery smooth again.
