inconsistent fps csgo with good computer

TOSHIBA DT01ACA100- SATA 932gb
WIN 10
i5-4460 3.20ghz
hyperX 8gb
Asus all series 64bit.control GPU BOOST, EPU USB 3.0 BOOST
My fps feels really inconsistent and can go from 299+ to 120fps in no time when i go to certain areas of different maps. Overall the game doesnt feel smooth, unless im staring in to a wall, then i get 299+ and feel no lag at all. It feels like i should be able to get 299+ at all times with this setup?

All of my drivers are updated and im running csgo on the lowest settings possible.

That's csgo for you. I get anywhere from 250 to 95 depending on the moment
