Inconsistent FPS In Some Games

Hello, i just recently built my PC and so far its run into some issues.

I'm getting really inconsistent FPS in games such as CSGO and League of Legends. In the beginning I was running about 150-220 FPS in CSGO, but now it runs around 80-120 with the same settings still with alot of screen tearing. As for league the first game of the day would run around 150 FPS, but would soon later drop to around 60-80 FPS. The funny thing is I run Player Unknown Battleground perfectly fine even though its more of an intense game than League and CSGO. I've done all the tricks on NVIDIA control panel like setting v-sync off and putting prefer maximum performance. My CPU and GPU temps seem to be fairly normal when playing so I know nothing is overheating.

My build is:
CPU: i5 4690k 3.50 GHz Quad Core
GPU: MSI GTX 1060 6 GB
MOBO: ASRock H97 Anniversary
RAM: G-skills Rip Jaws X 16 GB DDR3 1600 MHz
POWER SUPPLY: EVGA SuperNOVA 650 G1, 80+ GOLD 650W, Fully Modular
SSD: 500 GB Samsung
CPU COOLER: Cooler Master Hyper 212 EVO RR-212E-20PK-R2 CPU Cooler with 120mm PWM Fan
OS: Windows 10 Home

Lastly, would it be a good idea to overclock my CPU to see if it fixes some of the performance issues?






 
If I'm not mistaken screen tearing occurs when there are too many frames for the monitor to display; it displays part of one frame and part of another.

With this in mind, what is the refresh rate of your monitor? If it's lower than the fps you're getting, then you may need to change settings. V-sync is supposed to match the fps to the refresh rate of the monitor to enable smooth gameplay.

As an aside you also suggest your fps has dropped for no apparent reason. Sounds like there's an issue there, but unlikely to be related to the screen tearing.
