Inconsistent framerates and frame times

Hello to anyone that can help with my issue. I'm not familiar with forum posting so anyone's assistance is appreciated. My PC build is what I'd like to think of being in the mid-range. I believe that with most games I should be in the steady 60fps range at 1080p resolution (correct me if I'm mistaken) quite a few of my games struggle. If there is a particular component holding it back from that please inform me. Or if any other info I can provide with my limited knowledge I will do my best. And if you believe that an upgrade to a certain component can help me please don't hesitate to tell me. Thanks to anyone that can help me.

Ryzen CPUs aren't best when it comes to gaming since they have poor single-core and quad-core performance compared to the Intel CPUs. And since most games use up to 4 cores, single-core and quad-core performance matter more for gaming than multi-core performance where Ryzen CPUs are great.
That, and also Ryzen CPUs benefit more from faster RAM than Intel CPUs. With Ryzen build, you'd want to run 3000 Mhz RAM for optimal performance. Another thing is that your RAM has CAS Latency of 16 which isn't as responsive as RAMs that have CL15 or CL14. Higher CAS Latency RAM can cause additional stutter compared to the more responsive RAM sticks.
