Incorrect aspect ratio with AMD Radeon GPU

Just built a new computer, and I'm having an aspect ratio problem. AMD GPU is using 16:9 resolution forced to be 4:3 with black bars (squishing it down) when on HDMI, but when using VGA it is 4:3 being stretched to 16:9. Whenever I plug in directly to the motherboard, it works fine, but then it uses the integrated graphics rather than the GPU.

Windows 8.1, AMD Radeon R9 270x GPU, can provide any other details needed.

60hz, but in the catalyst control thing it says maximum reported is 61


Update I guess: Maybe it's my TV? I changed the zoom mode to Wide and it is now in the correct aspect ratio, but it doesn't look like it's the correct quality, particularly the text.

try changing the hertz of the tv under the monitor tab in display in control panel. my monitor is set at 75hz using videocard & dvi.
