Hey, I have some problems with my computer functioning slow. I don't know where the problem is and I might need some help. Starting the computer is slow, games start slow, chrome starts slow. Search bar even lags sometimes. But my computer is super great in games I can play games on high settings 1080hp 144fps+. My problem is outside gaming. My computer is about 3years old. I am willing to buy a new computer for around 1500-2000$. Or just upgrade some components. Whatever you think is most worth it. I'm also looking to buy Samsung 970 Evo 1tb.

Specs.
Cpu: i7-4790k
Cpu cooler: Noctua NH-U9B
Motherboard: Gigabyte z97x-Gaming 3
Ram: 16gb Hyperx DDR3 1866Mhz
GPU: 2x NVIDIA MSI 970
PSU: Corsair CX750 M
Storage: Seagate 2tb

Solution
Most likely it's your hard drive making things feel slow. I could swap your cpu for a Celeron and put a ssd in it and everything you mentioned (other than the fps) would perform better.

As a matter of fact I used to keep a $250 computer I built around with a ssd

And a high end gaming rig with a hard drive for my people I built PC's to try both. They all liked the cheap build better. (Until they fired a game up) the point was they all didn't want a SSD at the time because they were costly (4-5 years ago) but they all ended up with ssds after that demo
