Unstructured cabling, improper crimping and electrical cables running parallel to the network cables have been found to be major causes for a sluggish network.
Therefore would re-crimping/ punching and laying new cables solve these problems? How significantly do these issues affect the network?

Solution
Improper crimping -- yes. Properly terminated cat5e is pretty tolerant. Even in large unorganized piles under raised floors in data centers, it pretty much just works if the 568B color code is followed.
