Incredible Low Perfomance on a Laptop

So 2 months ago I bought an "Aspire 5 A515-51G " laptop.

Here are some specs:

Procesor : Intel® Core™ i5-7200U, 2.5 GHz; Dual-core with Turbo Boost up to 3.1 Ghz
Memory : 4GB DDR4 2133 MHz
Storage : 1TB with 5400 rpm
Graphic Card : NVIDIA® GeForce® MX150 2GB VRAM
Windows 10 Pro 64-Bit

The problem is a simple one.
It's insane Low Performance on everything. I mean everything.
Even when I right click on desktop I have to wait almost 15 seconds just for the menu to pop-up.
Disk usage up to 100% ( I have tried everything said here " https://www.drivereasy.com/knowledge/100-disk-usage-windows-10-fixed/ " ) and it hasn't changed a bit.
Memory usage and CPU usage at a high level (70% or higher) even when doing simple tasks like watching a movie or writing in WordPad.
The worst thing is that in games like Witcher 3 or GTA 5.
For example in GTA 5 there is no difference in FPS when setting the game to Low or Ultra. Same FPS, same lag spikes I mean it runs better on Ultra than on Low for christ sake.
I have everything up to date except the Windows.

Are the laptop components really that inferior ?, or is it just this particular one that I got with faulty hardware.

That sounds about right.
That is not made for gaming.
Slow CPU, only 4GB of memory using windows 10 64bit, 5400 RPM hard drive, entry level video chip trying to run a 1080p display for gaming.
