I was playing a game when my CAM Software alerted me that my GPU was at 81C. I didn't believe it so I logged on HWMonitor and watched it from there, CAM wasn't lying.

I looked at my GPU and noticed only ONE of the THREE fans on my EVGA 1080Ti FTW3 was spinning.

I immediately uninstalled all graphics card drivers, restarted my pc, and reinstalled. Did not have any better results. Can someone help me with some trouble shooting? I do not want to RMA this and wait two god damn weeks for my PC to be operable.

81 degrees is actually a safe temperature for that card. I saw benchmarks for that card playing Crysis 3 and it was running 82 degrees. Techspot also did their tests for a review on it and under a load it averaged between 80 and 84. Are you noticing any issues with game performance? You may not really be having an issue at all as from what I have read, that temperature range is safe for that card, it seems to run just run hot. And since it is designed to handle that temp, the other fans may not kick on unless it gets hotter than that to save power. There are apps that will allow you to change your fan profile to make it cool more if you just aren't comfortable with that temperature.
Have you checked to see if there is a short where the fans connect that you can fix. They fans could be hung or dust could have got in them making them not work correctly. You might have to buy more fans or fix a electrical problem. My RX 580 did the same thing where only one fan would work and was not the easiest thing to have to fix.

Usually yes, but if you want to fix it yourself without sending it back then its most likely the best choice.
