Individual PC has slow DL speed vs all other devices in house

My ISP (Comcast) provides me with a 75 Mbps connection (speedtest.net often yields 88-89 Mbps). I am using an Apple Airport Extreme router with a ARRIS SURFboard DOCSIS 3.0 Cable Modem (SB6141) modem.

All of my devices in the house are properly downloading around this speed, except a certain PC (custom built in 2009). I have tested phones, tablets and laptops, all great/flawless. My troubleshooting has consisted of swapping different Ethernet cords, utilizing different wired ports off the router, and resetting modem and router numerous times. I turned the Wi-Fi off on multiple “good” laptops and used a wired connection. They all get top speed. I even cross checked different individual Ethernet cables and different router ports for all these laptops, no matter the combination, they all get 75+ Mbps. I feel I can safely conclude it's not a bad wire/port issue. The only variable that is the problem is the one PC. It has consistently been DLing around 9 Mbps, both when I was subscribed to 25 and now 75 Mbps.

I even had a Comcast service call come to my house. The tech said all the lines coming into my house are good. He was honest with me and said he did not know the problem, said try to update that PCs drivers. To which I did using Win10, still no change. Anyone have any idea before I reformat the PC? I don't mind doing so, but I'm just curious what the heck could be the cause...?
