Industrial PC wont boot up

Hi, I have an industrial PC where by the failure symptom was when i turn ON the power "the power light is ON" buat nothing happens. The hardisk not turning nor the PC is booting at all. I have check the power supply line on board and the reading was 5V. The input supply of this PC is 240VAC to only 5VDC. I manually measure on mother board on all the voltage rail 3.3V, 1.2V was available except for 1 line I'm getting 1.1V not sure is it ok or not. Then I also tried to perform bios reset. I've remove the ac power source, removed the battery, connect the 2 jumper to the opposite side "means example before is connected on pin 1 and 2, then i change it to pin 2 and 3" let it stay for awhile then change back the jumper, connect the battery and turn on. Yet still nothing happens. I even plug in the VGA, mouse and key-board cable while turning on still nothing happens. I also already isolate the HDD and the ram still nothing happens. The processor for this is a BGA mounted chipset whereby i can't isolate from the mother board. Hope you guys can share me some ideas on how to troubleshoot this CPU where or what to look for. have you tried to remove the harddisk and try to spin it up in slave on another PC ?

could be that your HDD has reached its EOL !!! (end of life)

I had a disk recently that didn't spin up and I opened it and moved the head to it's PARKING space and closed it again... I recovered part of the data and then the disk crashed completely...

so unless you have a backup or you know how to reinstall the PC (with a new harddisk) just try this as a last resort !
