Also I am stuck at 1909 build.Previously i was getting 0x800704c7 error after doing some fixing find on internet now i am getting 0x80070652 error.
It's really frustrating every month or then i have to wait for windows 10 automatically download the creator update then i have to delete the whole file like 20gb something.

Solution
Two options I think:

1) If there are no specific problems then leave well enough alone.

2) Clean Windows install.

https://forums.tomshardware.com/faq/windows-10-clean-install-tutorial.3170366/

In any case, be sure to have all important data backed up at least 2 x and to other devices.

Late note: The path name (?) shown in Screenshot1 is not at all what would be expected.

"How to View the AppData Folder
There are two ways you can access the AppData folder. You can either access it manually or by using the "AppData" variable name.

You can view the AppData folder manually by going into your Users folder, which is there in the C drive. In my case, the path is C:\Users\ADMIN."

Next, go to the "View"...

Application Data Folder.

One of those things that should just be left alone.

FYI:

You mentioned "20gb something" - is that a problem in itself of some sort? E.g., low disk space perhaps?

Why or what is the reason for being "stuck" on 1909 build?

The errors codes indicate damaged or corrupted files.

Try "sfc /scannow" anfd "dism" to fix and repair.

Next, go to the "View" tab at the top and check the "Hidden items" checkbox, as shown below:

Just reading the link makes me all the more convinced that the Application Folder should just be left alone.

What you're not supposed to get access to is:
C:Users\username\Application Data
or
C:/Documents and Settings/
If you try you get "Access Denied" and if you take ownership to get access then you get the replicating folder problem.

You can fix that with:

Download Junction Box from SourceForge.net
Restore default W10 junctions after backing up existing junctions.

My problem was fixed by using MS media creation tool upgrade. I don't have to do clean os install.
Btw thnx for your input.
