Question Infinite Boot Loop - Turn off/on PSU to start the pc

These are specs

GA 170x gaming 3 MOBO
Asus Dual GTX 1060 - 6GB
Samsung EVO 256 GB
4x4 GB Ballistix Sport
Corsair CX750
intel i5-6600

So this is a new buld, some parts bought secondhand, some new parts.
The problem is if i dont switch the PSU off and on, the computer won't start.
If i press the Power button after a normal shutdown, the pc gets in to a infinite bootcycle... where the cpu fan and other fans start spinning, the MOBO led light will come on over and over.

After i switch off and on the PSU, the computer starts normal and acts normal.

Is this a PSU failure? or MOBO failure or is there something i have to adjust in my BIOS?
