infinite boot loop

Bought an Ibuypower series 502 3years ago. Worked fine for 2years, unhooked everything a year ago for a move. Got it out again last year for no internet until now. When I have it hooked up to my TV via HDMI, it keeps rebooting and no picture. I've tried 2 HDMI cords, and same results. Got it to the desktop last night for a few minutes then it started all over again. I've completely ran out of ideas on what I could to to get it running properly. Any answers will me much appreciated

Look inside and make sure nothing is loose. Could be the CPU heatsink isn't making proper contact, or a power connection isn't quite plugged in all the way. Could also be power supply.

Power cord is plugged in fully on both ends. Checked every wire inside and all are tight in.
