Question Infinite restart screen

I got a driver update for my gpu and after I downloaded it, I restarted the pc.The restart screen came but with out the circles which goes around and around.After 30 mins,the screen was still there,did not even restart the pc (frozen or something?)Can anyone tell me why my pc has a infinite restart.

Can you also get into BIOS and see if the time or settings have been reset?

Did you turn PC off? What happened on next restart?

you don't need to restart to install GPU drivers normally

All the restarts are like that,I just restarted to go to my bios
