Hi all,

I need help and recommandation for upgrade .

Here my brother has a PC but I would like to know if it is wise to upgrade his CPU by a i5 6600/7600 or 6700/7700
i7 knowing that the k version will not serve my taste in view of the chipset h110 on mothermboard

or he upgrade on better generation intel 8/9 th or Amd ryzen series 3xxx
he's mainly gaming Rainbow Six seat, Rust, FFXV, Gta V, rust , conan exil on 1080p in 27" in ultra quality

exactly. (and dont upgrade to 6XXX series, they are obsolete at this point)
7700 is ~220$ away and will yeld mediocore boost.

if you have ~500$, you can go for new mobo and cpu, and get a lot more, but for games you want to play, there would not be any noticable differences.
that's given you dont want to play cyberpunk, 7700 may strugle to give you ultra on that game.

I would get new ram, in proper dual channel, then too. Single channel can be a performance killer, in games. Assuming case is compatible here.

3600 vs i5 8600k real différence in 1080 / 2k

because i have 8600k @ 4.6Ghz with + z370 strix f gaming + dark rock pro 4 and gskill trident z @ 3000mhz rtx 2070

i change my configuration fior help my brother

The 3600 is superior in modern titles. The 6 core i5's can suffer from frametime variance, which can cause stuttering, that the 3600 does not, due to having SMT, aka hyperthreading. Said titles are even making quite a bit of use, of the extra threads, of an R5 3600.
 
What I'd do right now if I were you:
- replace PSU - Corsair ones from these last few years are utter crap
- replace mobo + CPU : a nice B450 motherboard and a Ryzen 3600 (X or not) would g a long way
- add a new stick of 8 Gb DRAM with better specs than the current one to enable dual channel and get +15-20% more oomph
What I'd then do later :
- get a new RAM stick, same model as above, to clock the whole system higher and gain 3-7% more performance.
- reassemble the older Intel system in a scrap case with the old PSU, throw a cheapo SSD in it and make it a backup PC - or sell it for a few bucks at a yard sale.
