Initialize disk using disk partition with no operating system

I have a new Drive for my toshiba sattelite lap top run ing win 7 pro but i cant load the operatng system on it because it says to initalise the disc.
can i do this from disc partation if so how do i do that

We need a clearer explanation of what you have going on here.

Your laptop is already running Win 7?
And you want to install the OS on a new drive?

How are you trying to install this?
Step by step of what you're doing. In as much detail as you can give.

i had a hdd failure on my win 7 Toshiba Satellite Laptop model P755-S5215 i installed the new hdd and then inserted a new windows 7 pro disc and then the next screen that pops up is

But i am not using the factory software because the disc was damaged, so i got a branded version of Dell win 7 Pro.

Initializing the partition. please wait, that was 2 hours ago.
And i can not get beyond that point.

Where did you get this "branded version of Dell win 7 Pro" ?

As a test, try installing WIn 10.
From a working system, create a Win 10 USB or DVD. Here: https://www.microsoft.com/en-us/software-download/windows10

Boot from that and see if it will install on your new drive.
