Question Inner and outer of Motherboard's anti-static bag

Hi, when installing components such as CPU, RAM and SSD on the motherboard, it is safe to put the motherboard on top of the surface of its anti-static bag? I wonder if both inner and outer of the bag are anti-static. Any idea?
