No it is not when it comes to high end cooling graphic cards, but for low end cards, it is just fine.

ASUS, Gigabyte, EVGA, Sapphire are more trusted and better performing.

I think they they are great not sure what they other guy is on about , I have a GTX 770 hurculez 4gb
best card i have ever had too date , runs super cool i only play BF4 most of the time runs that on ultra with average of 70 fps 2560/ 1440 resolution battling to go over 40 degrees ( i have a good box / internal liquid cooling )

in general inno cards run cooler to most as that is their thing , my next card will be inno for sure
