Input lag, fps drops and microstuttering while gaming (csgo, bf3)

Hey, so I've had this problem for maybe 2 weeks now where everything just feels laggy while gaming... like the mouse and keyboard feels slow, my fps is generally high but it drops frequently to undesirable numbers from 200-250 to 80 fps in csgo which is very irritating, and I am also getting microstuttering. The microstuttering I can handle cause it's not as bad but the input lag and fps is what annoys me the most. I "feel" the input lag more as the fps drops but even at high fps it is noticeable. Also sometimes when I start up the game and play for a few minutes there is little to no lag but the longer I play, the more it lags. What's going on here? I upgraded my GPU like 3 days ago from a GTX 970 to GTX 1080 but my experience is the same as before... same fps, same lag, same microstuttering, so it can't be the GPU right??? I mean, GTX 1080 is recommended by a lot of people who plays at 1440p. I even lowered the graphics - didn't help at all! So what gives? I know csgo is CPU based game or whatever but I've also read that my particular CPU is good enough for modern games and I see a lot of people running with the same model so I don't know...

Things I have tried/changed/checked:
- Reinstalled Windows
- Ran memtest86 over night
- Ran prime95 one hour
- Ran chkdsk
- Lowered graphics
- Overclocked CPU from 3.5GHz to 4.5GHz (followed this tutorial)
- Overclocked GPU and upgraded GPU (from GTX 970 to GTX 1080)
- Turned off Xbox DVR and Cortana
- Turned off Windows Defender and background apps
- Scanned for virus and malware
- Turned off V-sync in nvidia cp + ingame
- Turned off any mouse acceleration and made sure raw data is enabled, all the usual stuff
- Uninstalled GeForce experience / ShadowPlay
- Updated all types of drivers with Driver Booster 4
- Disabled Realtek High Definition Audio and all other audio devices
- Removed all USB peripherals except for keyboard and mouse
- Tested old monitor, cables and different refresh rates
- Enabled 'Prefer maximum performance' in nvidia cp
- Cleaned PC from dust, also cleaned CPU cooler and applied new thermal paste onto CPU
- Changed fps_max to all kinds of numbers, fps_max 0, fps_max 300, fps_max 163, fps_max 144 (using 163 atm)
- EDIT: Enabled 'high performance' mode in windows power settings
- EDIT: blackviper.com's windows services guide suggested by elbert
- EDIT: "FPS Increase & Tweak Commands" by JespeRCompeX suggested by elbert (note: This appears to have fixed some of my microstuttering and increased my fps a bit)
- EDIT: BIOS is up-to-date (v2801)
 
Solution
Its not the GPU if the old one had the same issues. The PSU sure shoulds like the issue to me. If the outer case of the PSU is that hot then probably overheating on the inside. Try a differant PSU if you have one.
Make sure shadowplay if off and set windows power settings to performance. Also I suggest disbling all unneeded windows 10 services by blackvipers safe desktop settings. Change a few and test to make sure everything is working depending on your hardware such as printers ect...

1. Tried uninstalling geforce experience once but I will try this again to be 100% sure this isn't the cause

Nah that ain't it. It got rid of some microstuttering and boosted my fps a little bit but that's not the biggest problem I have with my gaming experience. It's the lag that I'm feeling - even at high fps/low ping. My movement with mouse and keyboard feel considerably slower than it used to be. In any game. Maybe these are two separate issues. I don't know.
 
Try a bit of OS cleanup. Use ccleaner to clean up the registry and advanced systemcare to clean up everything else. Both are in the popular downloads in the link.

I've done all of this. So frustrating.

I wonder is my CPU bad or faulty in any way? Or maybe my MoBo? Or PSU? Can't be RAM can it? I did run a memtest for 10+ hours without any errors.
 
I dont think your CPU would be bad but could be a bad overclock. What temps are you seeing while gaming? Even if the system isnt crashing your CPU's cache may not be getting enough voltage slowing its performance. The overclock could also be causing logic errors.

Run prime95 version 26.6 small cpu test and use HWmonitor to record temps. Let it run for about 10 minutes. This will test if your CPU is stable and working correctly. If it crashes or errors you need more voltage but stay below 1.35v. If temps get to high you may need to reduce your overclock.

I've done a prime95 test before (although on a different version, v.28.10) and the test then appeared to be successful. No crashes or anything. But I will do it one more time on this version.

Now about the actual stress test.

Do I leave it on "Small FFTs (maximum FPU stress, data fits in L2 cache, RAM not tested much)"?

What number should be in the field "Number of torture test threads to run"? 4?

I've downloaded HWmonitor. I'll provide with logs after the test is complete.

Ah, I think only 1 core was being tested in my first test, because I put the number 1 instead of leaving it on the default 4, lol.

As you can see, max temp was 81C/177F during the test. I can increase my fan speed if this is too high. Either way, my problem with lag is still going to be there because I've already tried gaming without OC a couple of times now.

I could try installing some more games and see how that goes. I'm wondering if I should install them on my SSD or on a decent 7200rpm drive, thoughts? I was planning to do this anyway cause I don't want to redownload and reinstall all my steam games every time I reinstall windows.

Anyway are you actually reading my posts? I said the lag will still be there even without OC and lower temps. I've tried.
 
I suspect there's something about that 0.88 Vcore that's limiting your CPU. My 4790k needs at least 1.25V to function at 4.5ghz, but that's an i7. I did a quick google search, and it seems most Haswell refresh chips are hitting 4.5-4.6 on that Vcore. For reference, my i5 4460 did its locked 3.2ghz at 0.9V, so 0.88 is unnaturally low for 4.5ghz.

If your board is running auto Vcore at 0.88, something is wrong, because your chip's VID is 1.25.

If you still have the 970 change back to the 970 to see if the issue goes away. This will make sure the 1080 isn't the cause. Uninstall video drivers from control panel and use DDU to remove old configs. Shutdown and replace the 1080 with the 970. Start back up and download new drivers for the 970. Then test for stuttering on the old card. If there are no stuttering your 1080 is the cause. If there are still stuttering the we need to try swapping other parts.

Switch around RAM sticks and try another sata port on your motherboard for your drives.

I am wondering if my new PSU is causing these problems. It feels very hot when touching it, not to the point that I am hurting, but close.
