Hey, so I've had this problem for maybe 2 weeks now where everything just feels laggy while gaming... like the mouse and keyboard feels slow, my fps is generally high but it drops frequently to undesirable numbers from 200-250 to 80 fps in csgo which is very irritating, and I am also getting microstuttering. The microstuttering I can handle cause it's not as bad but the input lag and fps is what annoys me the most. I "feel" the input lag more as the fps drops but even at high fps it is noticeable. Also sometimes when I start up the game and play for a few minutes there is little to no lag but the longer I play, the more it lags. What's going on here? I upgraded my GPU like 3 days ago from a GTX 970 to GTX 1080 but my experience is the same as before... same fps, same lag, same microstuttering, so it can't be the GPU right??? I mean, GTX 1080 is recommended by a lot of people who plays at 1440p. I even lowered the graphics - didn't help at all! So what gives? I know csgo is CPU based game or whatever but I've also read that my particular CPU is good enough for modern games and I see a lot of people running with the same model so I don't know...

- Ran memtest86 over night
- Ran prime95 one hour
- Ran chkdsk
- Lowered graphics
- Overclocked CPU from 3.5GHz to 4.5GHz (followed this tutorial)
- Overclocked GPU and upgraded GPU (from GTX 970 to GTX 1080)
- Turned off Xbox DVR and Cortana
- Turned off Windows Defender and background apps
- Scanned for virus and malware
- Turned off V-sync in nvidia cp + ingame
- Turned off any mouse acceleration and made sure raw data is enabled, all the usual stuff
- Uninstalled GeForce experience / ShadowPlay
- Updated all types of drivers with Driver Booster 4
- Disabled Realtek High Definition Audio and all other audio devices
- Removed all USB peripherals except for keyboard and mouse
- Tested old monitor, cables and different refresh rates
- Enabled 'Prefer maximum performance' in nvidia cp
- Cleaned PC from dust, also cleaned CPU cooler and applied new thermal paste onto CPU
- Changed fps_max to all kinds of numbers, fps_max 0, fps_max 300, fps_max 163, fps_max 144 (using 163 atm)
- EDIT: Enabled 'high performance' mode in windows power settings
- EDIT: blackviper.com's windows services guide suggested by elbert
- EDIT: "FPS Increase & Tweak Commands" by JespeRCompeX suggested by elbert (note: This appears to have fixed some of my microstuttering and increased my fps a bit)
- EDIT: BIOS is up-to-date (v2801)
