Input signal out of range when not using safe mode

Can’t use my monitor with my pc unless it’s in safe mode. It says to chance settings to 1366 x 768 but when I take it out of safe mode it says “input signal out of range change to 1366 x 768”

what is your full system spec? what is this monitor model?
