insane high cpu usage and ram% usage for no reason

hello everyone,
i have been having insanely high ram% usage(not actualy usage just %) and the same with cpu (cant see the actualy usage of cpu though, only in %)

my setup is:
MSI GT70 0NE
with :
Nvidia geForce GTX 680M
16gb RAM
256 SUPER RAID SSD
750 GB HD
i7-3630QM

as you can see the taskmanager gives 74% memory usage on a lot less than 16gb, so it seems to not use all my ram?

does anyone have any idea what this is?
i did do a CHKDSK which gave me no bad sectors and AVg and malwarebytes found nothing.

Nothing looks abnormal. The cpu process usage percentages add up, programs are using your ram. They'll usually use a percentage of what's available, the more ram you have the more they'll use up to a point. Otherwise it's just wasted ram. If you opened other programs that needed the ram, the one's not using it as often would be swapped out of memory for the new program's files. I'm not seeing anything high usage about it.

you dont seem to quite understand the issue,
the issue is that im using 67% in what is in essence idling, with programs as puush and windows explorer suddenly taking 10-15% of an i7?
this is something that never used to be like this....
and another thing i noticed just now is this:

those 2 images are of the same time (roughly) and im seeing 3.3gb used, (which is indeed roughly 21% of my total) but the only used only using 1.3 Gb
is the other 2 gb windows?

but again, the main issue is that random programs take huge ammounts of %

(another small update, i deleted a bunch of updates of windows and deinstalled avg and installed avast, and right now the only program over 1.5% is windows modules installer, which is probably because he is reinstalling those updates, so it might be fixed)
