Insane lagg, HELP!

Hey,

I got this issue for a long time, to start with my system:
I7 7700 - 1060 3GB - 16GB BALLISTIX RAM - SEASONIC 520W - B250 PC MATE - 120 GB SSD

My issue:
As soon as i go under 120 FPS its delayed, super stuttery with EVERY game.

What can this be? Nothing is overheated its all good.
What i have to say tho, my CPU connector is short an uses one of my PCI-E cables, i got it plugged into one side and the other one into the MOBO CPU slot.
