Insane stuttering Bioshock infinite

Hi,
I recently started playing this game on my pc and have insane amount of stuttering to the point it is like watching screenshot just very rapidly.
I noticed that my GPU and CPU usage around when playing the game is at 50% mark Maximum and fluctuates between 30 and 50%.

However as soon as i minimize the game window my GPU usage goes to 100%? which is quite ODD.
i have the latest nvidia drivers. Running game in fullscreen if that matter.

I have also tried the fix i found on the internet to fix the xengine.ini file with Pool size and add the launch parameter to no avail.

To make things more interesting, when i start the game it runs butter smooth. and after 10 minutes in the stuttering start. If i close my game and re launch it, the game will be smooth again at the SAME SPOT. but after few min stuttering back again

Any help is appreciated.

My build is:

4690k 4.4 Ghz
16 GB RAM 1866
1070GTX 8gb
games installed on SSD

The pc should be well beyond to be able to handle the game flawlessly.

Disable SLI/CrossFire/Eyefinity/Multi-Monitor Setup

Not applicable to me

Dont have AV except for Malware bytes


Increase PoolSize:

DONE didnt fix it


Vertical Sync
Tried the vysync fix it stay the same even if i turn off vysync from BOTH spots. I will have 300 FPS but the sttutering still will be there =\


Mouse Issues:

We have also received a small number of reports of performance issues due that turned out to be related to mouse input. Most of these issues seem to be related to a specific mouse type, made by Roccat, but there could be others. We


i dont have ROCCAT mouse.

Driver Rollbacks:

Unfortunately driver roll back point to 310 is very old. so i dont think that is good idea.

Reduce Texture Quality to Medium

I shouldnt neeed to as i have more than enough vram

CPU and GPU temps while playing? Could be thermal throttling if it performs well at first then gets worse. Any issues with other games?

I can run that games completely maxed out at over 100fps 1440p with a 1060 and 7700k. Your system is more than capable of running bioshock infinite very well.

temperatures are well under limit. GPU 65 max, CPU 66 max. As i said GPU and CPU dont even go over 60 % while playing the game. As soon as i minimize the game, GPU goes to 100% constantly which is quite weird.

No issues with any other games; specially like this ever!

It is one game only. I have done the file verification to see if something funny happened but samething. I can probably now remove the whole game and reinstall and check

to add more details, i have twinkled around with nvidia 3d panel settings as well to see if something helps. funny thing is it made zero difference :(
