So I have had my 8350 on a Corsair H100i for awhile now and the cooling of it was just average. Probably around 75C under full load. I wanted to try a 280mm radiator so I bought the Corsair H110i. Oh. My. God. Right now I'm running P95 and its at 38C. UNDER FULL LOAD. That is what Speedfan, OCCT, and HWMonitor are saying. I don't have that much of an overclock on it right now, just the turbo 4.3 GHz, but still. The board temps aren't too bad either, at 57C. Here are my current system specs,

CPU: AMD FX-8350
Mobo: Asus M5A99FX Pro R2.0
Case: Corsair C70
CPU Cooler: Corsair H110i
GPU: XFX R9 390X
PSU: EVGA 1300w G2 Supernova
RAM: 32 GB 2133 Corsair Vengeance

I have tried a 9590 in the past but returned it because it was too hot, with these temps should I give it another go?

The temps aren't that low. And AMD chips aren't always accurate with anything but AMD overdrive. So use AMD overdrive to read temps. The thermal margin is 70C- current temp.make sure the thermal margin stays above zero.
And it also depends on what environment your are working in. If you live in a cold place or your ac is turned very low, it will easily cool the water to be that cold too, making a water loop more effective. Also your vrms are slightly warm, but considering you are using a water cooling system and they don't get much airflow over them. Not bad temps either.
So just check with overdrive, mother wise these temps seem slightly below normal. Really, since you use wate cooling it depends.
Also a 4.3 ghz OC isn't really OC, it's just maxed out on turbo, it should be at stock voltage. It doesn't take much more power, maybe a few watts at most

Alright, I am installing Overdrive now. I would trying overclocking it higher but last time I tried that it didn't like it and I couldn't get anything higher then 4.4 GHz without it being stable, even at 1.44v. I installed Overdrive and it says the same thing at the rest of the monitoring software. It also says that the voltage is only at 1.35v right now.
