Inspiron 1525 services stopped working

My Inspiron 1525 overheated and shut itself off. I cleaned out the dust but when I restarted it all services show they are "stopped". Is there a way to get it running again?

did yo do a shutdown reboot? it sounds like if booted up into safe mode.
