Inspiron 1720

I have a Inspiron 1720 and I'm currently running a Intel t9300 2 core cpu is there a better cpu I can replace this one with?
My plan is to rig a external video card up and use it basically as a cheap desktop my plan is to make videos etc... Any suggestions?

Before you even think about the cpu, you realise that external video cards are in the HIGH HUNDREDS... to low thousands ?
