When the power adapter is plugged in to wall the green light is on steady
and bright, but when it is connected to laptop light goes out and a faint
flicker. When the power button on laptop is pressed i get nothing, no led,
no fan, no power. tried with drives and without, no difference. Also tried
with and without the battery, no change.

at that age, get a voltmeter and test the cmos batteries located underneath
your palm rests.
also, have you tried a "known working" power supply?
have you tried your power supply on a "known working" 7000 system?

I have opened up the inspiron and stripped out the upper half of the case
and found no battery, since i started working on this unit i had wondered
ware they put the c-mos battery. I can't seem to locate anything that
resembles a c-mos battery under the palm rest only a small "L" shaped
board with speaker wires plugged into it and one larger group of wires. I
don't have another system to test the power supply or batery on.
