Instability from OVER VOLTING?

out there peoples, i seem to have a bit of a problem...

now we all know overvolting cant hurt, right? a cpu at 2.0GHz 1.2 volts is not unstable at 2.0 and 1.4 volts.

Or is it?

my nb at 333mhz fsb is stable at 1.196volts, but nudge it up to 1.220 volts, and it won't even boot into windows.

what the shell? Can someone exlplain this?

if it is generating to much heat, then when it tries to load windows it will crash because your cooler cant get rid of the extra heatoutput, although at suck a low voltage it is propbably something else intirely, try to reseat HS, or it might be a hole of instabilty, try 1.25 and see what that does, it wont do any damage.
